To get Relic Weapon Lvl 45, you need to release sealed relic weapon lvl 50 first.
Sealed Relic weapon isn’t available in RF Online latest release (Patron 4.15, Baalzebub 4.151 and Dragonborn 4.55), so there are no monsters drop this sealed relic weapon.
However in old version of RF Online; Episode 2.2.2: Legend of Elven and Episode 2.2.3.2: Golden Mystery sealed relic dropped from Elan PitBosses
